pocket用作动词好些把？ pocket heavy public money

It all depends on what you are referring to. It is a matter of ownership. Also, the concept of ownership is very different in the capitalism society. It would make a difference if the person is stealing money from the government, because that money is from the public(tax payers).

1. "heavy public money" does not sound appropriate. 2. It is ok to use "expressionlessly", just that it does not seem to be vivid. As an alternative, you can probably say " with a dull-looking on his face".
